Actually, when the vapors of water present in the breath become dense, they take the form of liquid. This means that if there is more moisture in the air, then you can get a chance to see the breath, even if the weather is a bit hot. On the other hand, if the weather is dry and it is too cold, then the chances of steam coming out of the mouth will be less.
